National Workplace Health and Safety Manager

 

The position is established to ensure the company complies with duties imposed under The Model WHS Act and Regulations. To prevent occupational illness and injury through implementation of hazard identification and risk management principles with the engagement of staff, suppliers, contractors, visitors and customers involved or affected by the activities of the organisation.

This position will see you leading and mentoring a team of 5 direct reports.

IT IS ESSENTIAL THAT ALL APPLICANTS HAVE EXPERIENCE WITH IMPLEMENTING AND MAINTAINING AS4801 AND AFFILIATED SAFETY SYSTEMS. 

With consultation of the CEO this position will have ultimate oversight of the entire WHS function [but is not limited to]:

  • To assist management and staff in the development and implementation of the WHS Strategic and Operational Plan
  • Premium management - as we have just transitioned to a new insurer [Allianz] you will be responsible for managing both our active claims and future claims as well as our tail claims currently held with our previous insurer. This is a high focus on this area of the position considering the high premiums whcih the incumbent will be managing.
  • Technology advancement -  you will have full scope to review our current processes to look for advancement to create efficiency at both an operational level and financial perspective.
  • Claim management - while you will have an injury management specialist who is hugely talented, you will have ultimate oversight of claims management. This is an area where focus will need to be paid regarding technological advancement.
  • Tender documentation - A large portion of your dedication will be responding to tender WHS specific questions and the development of a document library for the business development teams.
  • Reporting - you will be responsible for reporting to the client on a number of our contracts.
  • Stakeholder engagement - you will be required to heavily engage with your colleagues to ensure that the safety message is distributed throughout the organisation
  • Undertake Continuous review and improvement of the WHS management system through appropriate review and audit frameworks to ensure safe methods of work are employed by all staff and risk of injury is reduced, particularly as it relate to the high risk areas.
  • Provide direct support to all operational management roles, including contract managers and the contract staff.
  • Implement, review and develop corporate policies to enable to ensure responsibilities are met in Workplace Health and Safety, Claims and Rehabilitation Management, Training.
  • In conjunction with the Human Resources unit and operational management, analyse appropriate WHS training needs, and prepare, source or conduct appropriate training.
  • To maintain systems for the control of documentation and data relating to WHS management.
  • To contribute to the organisation’s business performance through improved work practices, injury performance metrics and premium expense associated with workers compensation insurance.
  • To provide advice and assistance to managers to comply with all relevant WHS statutory requirements and to contribute to the development of corporate policies and procedures that meet the diverse requirements of the customers and fully satisfy the organisations WHS obligations.

Other areas of responsibility:

  • Occupational Health & Safety

    • Maintenance and continuous improvement of the WHS management system to ensure compliance with Work Cover Standards for Self Insurers and relevant legislation.
    • Assist in the implementation of all Council's Safety Policies and Procedures.
    • Assist managers with the investigation of incidents and hazard management.
    • Develop and implement in conjunction with managers appropriate remedial action arising from investigations.
    • Advise management on accident prevention strategies and assist in their implementation.
    • Drive the WHS Risk Management process across the organisation and provide key stakeholders with assistance and advice as required.
    • Develop and conduct regular audits to ensure processes, systems and contractors comply with: Work Cover’s standards for self insurers; relevant legislation and; corporate policies and procedures.
    • Provide leadership and support to line managers and supervisors to ensure appropriate compliance checks, analysis and risk assessments, programmed and ad-hoc inspections of all operation centre worksites, including mobile locations and sub- contractors engaged on Company worksites maintain a safe system that meets minimum standard.
    • Observe and comply with all health and safety policies and procedures within Menzies including all safe operating procedures or instructions.
    • Take all reasonable steps to ensure personal safety and that of others is not put at risk through any act or omission in relation the above.
    • Report any identified hazards, incidents including near misses or injuries which arise in the course of work, using the systems and/or documentation available for such reporting.
    • Fulfil individual requirements to meet any documented WHS objectives arising from biannual performance and development reviews.
    • Not endanger personal safety or that of others by undertaking work whilst under the influence of alcohol or a drug in breach of Policy.
    • Undertake WHS training where required, in order to perform duties 

    Planning

    • Ensure appropriate support is provided to executive, management and staff in the development and implementation of the WHS strategic and operational plan.
    • Report progress of the WHS strategic plan to executive management.
    • In consultation with the management, prepare appropriate organisational reports for internal and external use.

    Training & Development

    • In consultation with management, assist in the development and implementation of a WHS competency framework.
    • In conjunction with the management, develop and deliver WHS training as required.
    • Assist managers in the delivery of induction programs for new staff.

    Quality & Procedural Systems

    • Continuously improve and maintain appropriate WHS documentation and controls.
    • Develop and conduct regular process and system audits to ensure compliance with Work Cover’s Standards for Self Insurers and relevant legislation.

    Injury, Claims and Hazard Management

    • Work with HR Managerr, Business Support to ensure all incident / hazard reports including associated documentation are followed up and completed in a confidential, timely fashion, in line with management system requirements and insurance Scheme requirements.
    • Active coordination and early involvement in the injury and claims management process with employee, supervisor and medical professional.
    • Coordinate and assist, as required, in the injury management process to ensure the earliest possible return to work for injured employees.
    • Negotiate with all affected stakeholders to identify suitable alternative work placements for injured employees with permanent work restrictions.

    Communication

    • Contribute and be an active member of relevant teams and committees.
    • Ensure appropriate communication channels are established and that they are effective in promoting a coordinated and consistent approach to workplace health and safety.
    • Effectively promote, wherever possible an understanding of desired WHS relevant to operational areas.
    • Contribute to the development of a culture that promotes the wellbeing of all staff through appropriate workplace practices.
    • Provide leadership to, coordinate and act as an advisor and facilitator to the Operations group and senior management
    • Attend the Corporate WHS meetings and client review meetings as required.

    General

    • Monitor and provide recommendations and/or reports to management on emerging industry trends relating to the improvement of WHS practices.
    • Gather, maintain and analyse WHS statistical data and report trends and recommend any required actions.
    • Monitor and communicate to relevant stakeholders, any changes to WHS legislation.

 

ESSENTIAL COMPETENCIES

  • AS4801 EXPERIENCE
  • Experience in the development and implementation and continuous improvement of WHS management systems and contributing to a culture of health and wellbeing.
  • Demonstrated WHS experience in a high risk and operational environment.
  • Extensive knowledge of relevant WHS legislation and standards.
  • Ability to analyse, review and improve operational processes.
  • Communication skills and the ability to persuade and guide others in a constructive manner.
  • Ability to plan and organise work.
  • Extensive computer skills including the ability to use MS Word, PowerPoint and Excel to intermediate level to improve in business processes.
  • Excellent written and oral communication skills, including committee report writing skills.
  • Knowledge of WHS management systems and its application to business and culture.
  • Tertiary qualification in WHS (or its equivalent) and/or related field.

DESIRABLE COMPETENCIES

  • Understanding of training needs analysis.
  • Understanding of cultural and change management processes.
  • Understanding of the Government Enterprises.
